I am in the UK, just tested it. If I google a porn video and click one of the websites that comply, I will just click back and scroll down and visit a website that doesn't. I don't even need a VPN. The UK government claims they will fine websites that don't comply, but what forces a website hosted somewhere in Bulgaria to pay the UK government? They would have to implement a China style firewall with a whitelist of porn websites to block people from getting around these checks. It will not work and sooner or later the major players will just start hosting outside the UK and remove these checks which are basically economic suicide.
