Judges are just as aware of sexual assault that happens in corrections as the sexual assault by foster parents they keep giving children to.

How would that make sense? He's right, the govenment is dogshit at taking care of kids, and they know it because they keep stats on sexual assault cases in the foster system. They know that when a kid is sent to live with some fucking random, there is a very good chance that they will get raped day 1. It's not really fair to compare this to prison rape, but similarly the judge is completely aware that some individuals WILL get assraped in prison, and thus it becomes a consciously inflicted punishment that did not go through any sort of due process. Technically, this is not at all okay.
The only real similarity between the two grievances is how grossly and consciously incompetent or worse the government is
