I mean, there are as many sexual fantasies and tastes as there are people, and this would probably be a kind of cuckhold situation for her, but it's definitely not common.
It's not technically incestuous, because you are genetically different enough for inbreeding to happen (I would assume, unless you're her uncle/cousin/whichever blood relation). But because the relation as her stepfather it may feel like it and on that basis could be enough to decide against it.
Besides, a healthy mother-daughter-relations would include her mom trying to:
- protect her from getting pregnant in a situation where it'd be awkward or uncertain she can care for the child,
- protect her reputation,
- protect her mental/psychological state, etc.
This does not give that impression and does not sound like she has the best for her daughter in mind.
Also, what you should maybe consider is what her father thinks of it. She is not the only (biological) parent in her daughter's life.
And maybe most importantly, her opinion. Instead of coercing her into a (sexual) relationship with you, you can have a discussion with her and ask what she wants or thinks of this. She's 19 you say, so she has an adult opinion of this as well.
You could bring it up as a hypothetical situation and how she looks upon that.
And if you'd be ashamed to discuss it with these two people, then perhaps it's worth questioning whether you should do or consider it at all.
