That talking point is a complete fallacy promoted by the Democrat Party for literally decades. In fact, the Civil Rights Act goes back to 1866. It was passed in Congress by the Republicans and yet it was VETOED by the then-President Andrew Johnson, a DEMOCRAT! The 1866 Civil Rights Act was enacted to protect newly freed slaves and counter the discriminatory "black codes", which in turn were enforced by the military arm of the Democrat Party (the Ku Klux Klan).
You, like every Democrat retard, likes to pretend the 1964 version when a couple of Democrats finally opposed their OWN party and helped push the REPUBLICAN version of the Civil Rights Act through, somehow should give credit to the Democrats. How laughable.
Oh, and while you are at it, Mr. Fake Revisionist History Democrat (typical), you may want to take a look at the 1957 Civil Rights Act which was passed by a Republican Congress and signed into law by President Dwight D. Eisenhower (another great Republican President).
You also may want to look into why JFK was assassinated. He was assassinated by the Democrat Party operatives because he wouldn't veto the 1964 Act as he was commanded to do.
