So the paper gives several uses of cow dung, including production of fertilizer, methane for fuel, and paper. Although some uses involve applying it to the skin, using it for toothpaste, or exposing oneself to the smoke when it is burning, it doesn't mention eating it straight off the ground.
Certain medications are made using dung and urine and other ingredients, mixed and heated over a low flame according to instructions from the Ayurvedic Formulary of India. I expect heating would kill bacteria, though maybe not all spore forming bacteria. It appears these medications are taken orally.
