It's going to be better than 90% of other new video games, but people will hold it to a higher standard because of that. The gameplay and open-world will be awesome. It probably won't be better than GTA IV or San Andreas, but even GTA V as my least-favorite in the series is still a fun game. You'd have to be pretty cynical to say it will suck, over-hyped maybe.
Story-wise, I dont expect it to be "based". There will be some shade of Liberalism thrown into the characters that will be cringey. That doesn't mean the entire game will be "woke", but people are going to make a meme out of it either way like the out-of-place women's rights stuff in RDR2. If they are smart they will use the delay to remove any trace of the pride parade, but it's not like I'm gonna fixate on that stuff anyway. It's about shooting guns and driving cars. It's gonna be fun.
