yeah but you need a smaller amount of explosive compound than exploding a person directly
the energy is concentrated into a small amount of hard shrapnel material, instead of the 100-200lb mass of a human body
humans are great shock absorbers and their water has a high thermal mass
that's why bullets and shrapnel will always be more efficient than anything else
