desert countries like pointed out here are ruled by what is located on the coast, most of it's inhabitants are on the coast(s)
the desert nomads eventually will have to enter one of these cities on the coasts for supplies or make trade, thus law can be established and marauding bandits can be punished to an extent, because they could probably raid caravans.
but generally whoever rules the coast rules the country.
But for larger countries like canada or siberia, its all about what various stuff bleeds over into whats inhabitable but for the most part it's largely uninhabitated.
And I don't feel like using the victoria map and studing what little provinces are inhabitable... just yet (i might in the future.)

Is it logistically sound to carve a fortified dwelling within a mountain? Saying it out loud makes the answer seem obvious that it is not worth the effort to carve a city inside a mountain like imagined here:

Not only are regions tied to the coast but also nearby regions and this can be seen in the west north african region, as there is a couple coastal regions and an inhabitable mountainous region.
but... whatever region successfully conquests another can go in either direction basically
