its a multiple choice question, meaning there are 4 possible answers and only one of them can be correct. this is one of the 2 variables relevant to the question. if you pick either A or D, you are wrong. it seems obvious, but this is where the other variable comes in. 1/4 is to throw you off, yes there are 4 answers but two of them are the same, this is not usual for any MC questions, so its a little tricky. 25% would be right for 1/4, but its 1/2 because it says 25% twice. so if you were picking at random, there would be a 50% chance to pick A or D. simple

These sorts of questions are often asked in things like job interviews. There's no real answer, they care more about the behavior quirks that lead people to answer the way they did. Answers A and D are bait to find stupid people. People choosing B tell them people don't care and finished the job as instructed, randomly. C people are the ones who took the time to think but picked one that just seemed to be the best with the options given. Anybody who writes in their own answer are people employers absolutely don't want. Doing things 'your own' way shows that people may do things outside their instructed bounds which can cost a lot of money when an improvisation is a mistake.
