If you walk into a business, they can deny you their services just because they don't like you personally or because you were "mean". Twitter is no different.
I never used shitter, but I believe it's just like most social media websites; you have to agree with their TOS in order to make an account in the first place. You broke their rules and they banned you for it.

Because he is the leader and the one holds power over the people. If he wants no one to work on Thursday for whatever reason he can enforce that. If the people don't like how the king runs his country they can
1. Leave the country
2. overthrow the king and instate a new king
3. Just do 2 but instead of instating new a king, the people create a different type of government system.
