Why is it they always try to make Lex Luthor the main villain in the movies but yet when you look at Batman they feel they don’t need to include the Joker since The Dark Knight

my guess is because lex is on the weaker side compared to the potential earth destroying tier villains like darksied or brainiac. brainiac always freaked me out in the cartoons, so maybe one day they can do him justice in the live action movie realm.
