Russia (Yes i know Stalin was born in Georgia) is kind of not culturally the same as the rest of Europe but we have a lot to learn from the bluntness in their everyday social interaction. I'll tell you what old pappy told me. If the government is doing something that seems illogical, irrelevant or otherwise baffling it is financially motivated. Look at USAID and all the other earmarked funds for these ridiculous projects and concepts. Go look into who ran some of these overseas projects on the books in the released files.
