I haven’t played paradox games in a while but I don’t think they’ve changed. You can’t play them like an e sport aaa game where you use every option available to win, you have to kind of play fairly and in sandbox mode. There are ways to conquer the world as Malta etc

In base eu I conquer the world without trying.

Fine is the exact word I'd use too. Needs a lot of balancing especially given how dog ass the AI is and it's proclivity for bordergore. Besides that some of the more complex mechanics seem very interesting but end up relegated to automation which makes you question their purpose to begin with. Also, imo, converting cultures and religions happens way too quickly, again, shows the need for a layer of polish.
