Same principle holds for illegal drugs too, the possession of illegal drugs should be legal, but the manufacture, distribution, and paying for them should not.
It is much harder to falsify evidence of someone paying for child porn than downloading it, since real money in some form would have to have been transferred. It is also a far more serious crime to do so, with clear intent, as you aid a criminal industry, whereas the crime of downloading and possessing could be done accidentally with no clear intent (e.g. accidentally visiting a CP website from a malicious redirect).
