I just realized I have no idea really how a debt card works. Isn't it just a computer program? Whats stopping somebody from just designing a card that works on a card reader with infinite money on it?

It checks the account's debt online. That's why it takes a few seconds to process the payment.
You also need the shitty secret for that card, and another pin if your activities are "suspicious".
In the olden days, you could overdo it for a few hours.

That would require a payment gateway to query your account and routing number. So "making a fake card" would involving high and low level integrations with major payment getaways and clearinghouses. You would also have to somehow start a fake bank so you could give yourself a balance of So you would basicly just be making a credit card processing company and a bank.

If the card reader isn't connected to the internet, you can have a fake card and scam the business. This is why you never find one that is disconnected from the internet.

Most banks have a "test" card that always approves every transaction (unlimited balance) that they use internally for testing and developing apps.
Just like a "test" account on a website.
They forget to clean these up sometimes
