Getting promoted is about relationship building with those who have the power to pull you up. Competence is just one factor in likeability, it can even work against you if those above find your competence obnoxious or threatening.

If those above don't trust or like you, you aren't going to be pulled up. Showing leadership qualities helps, but again that reads more into likeability, and the ability to hold the line and status quo in favor of the person above you. The person with the power to promote wants to put someone in power that they believe will strengthen or protect their own power. This is a complex gut feel, social capital weighing exercise done subconsciously.
