Overall the changes lean much more towards an informal look, but it's still fundamentally a suit. People are probably trying to argue that it would only qualify as a suit if he were wearing a shirt and tie, plus a shiny pair of formal shoes, but those are accessories. You can wear a suit with a t-shirt and trainers and it would still be a suit. The jacket and trousers match, it has lapels, what more is there to argue over?
