Yes because all the wealth there is centralised in the CCP (businesses essentially being subsidised by the CCP with limited autonomy). Private wealth is very low. I've travelled through China, tier1/2 cities and mountain villages.
Farmers in villages are living in 5 bedroom mansions. The houses are literally shaped like shoeboxes but they aren't shoebox sized.
The only place with shoebox apartments is Hong Kong. Even in Shanghai 1-2 bedroom apartments are a decent size considering the population density.
