They have to pass an audit proving 1:1 reserves in USD equivalents (i.e. not bitcoin). Even if they on-shored they can't pass the audit so they outright said they're starting over from scratch with a new GENIUS/MiCA compliant coin. Which could take up to 3-5 years for them to get all the needed licensure and audit requirements.
They'll bleed marketshare in the meantime.

So looks like the bill gives a 3 year grace period for stablecoin issuers to come into compliance...tether's leader also mentioned that he can simply create a US compliant version of tether (similar to binance vs binance US), so looks like tether (and by extension btc) will be okay.
