There's a couple of ways to do this over the Lightning network (which ecash uses)

One way is for wallets providers to escrow and hold incoming payments until the wallet comes back online.
Another way is the LNMesh project, which is designed for Bluetooth p2p payments

Nothing stops it, but if you do spend the balance and then the nodes come back online and there is a dispute, the other person get the coins.
So it's disincentivized.
The LN Penalty system is actually how they achieve such high TPS. It's a major feature.
