Dogecoin, a fork of Litecoin (which is a fork of Bitcoin) is a layer 1 proof-of-work crypto which has active development of layer 2 and 3 solutions such as DogeOS.

Pepe is an ERC-20 token (a layer 2 proof-of-stake derivative of Ethereum) which has no active development. It's just a meme coin. Nothing else is happening with Pepe to influence the price besides speculation.
