My current building is nice and quiet, has good amenities like a gym and a roof deck, and if something breaks or I have a problem I talk to someone and it gets fixed.
Last place I lived the landlord was neurotic, coming over unannounced all the time, kept trying to get me to abide by weird stipulations that weren't in the lease (because she "didn't think of them at the time"), and of course would slow walk every single repair, and would do it extremely poorly.
Is renting a house always like that? Of course not. But it's hard to know until you've already signed the lease and it's too late. It's usually very obvious if an apartment building is poorly maintained. Apartments are always showing off to prospective tenants so they can't gussy it up to look nice for you because someone like you walks through every day. Even then, any apartment building with more than say 30 units will almost certainly have reviews you can find online.
