It can't. The wbtc on Ethereum have the 1-1 lockup.
The wbtc on pulse is backed by absolutely nothing. You could not bridge it to ether and unwrap.

Its basically any retard making his own chain, lets say poopchain, then making a smartcontract where initially a lot of people can "sacrifice" their REAL bitcoin or wBTC from eth or ETH to your wallet. Now you promise those guys the same amount of eth/btc they pledged as poopBTC on the poopchain.
Why would you do this? Trading poopBTC against poopETH is natively possible and fees can be much lower, maybe because your chain is super centralized.
Why is this a terrible idea to pledge? The gamble is basically, did the creator use the pledged assets of poopchain for other stuff? If now everyone wanted to redeem their poopBTC to real BTC over the poopchain portal, is there enough assets and liquidity possible to swap? Or did the poopchain creator gamble away the funds?

The price of poopBTC basically reflects suckers delusion + actual faith that the wrapped assets are covered with real assets
