1) You can't. You can buy Bitcoin on a non-KYC exchange (do those even exist anymore?), but Bitcoin is still only pseudonymous, it isn't completely anonymous. Its blockchain, and all transactions on its blockchain, are public. At this point in time, though, most law enforcement officers are far too lazy, dumb, and don't have the resources needed to track people, so you'll likely be safe either way. If you are really paranoid about tracking and need pure anonymity, your best bet is Monero (XMR). People have been using it for years; it isn't going anywhere. You can buy it on Kraken, send it to one wallet that supports XMR, and then a second wallet. The transaction from the first wallet to the second can't be seen to LEOs (unlike the withdrawal from Kraken), so you would use the second wallet.
