It's all a show. Trump has ordered him to not cut rates. Trump doesn't want to show economic weakness. This is also why Trump wants job numbers to look healthy and is firing the dirty jobnumberspeddler who posted weak numbers.

Specifically because while the 'fed' is an unconstitutional and useless body whose goals have mostly just made private capital richer, the fed chairman is a dumb boomer who instead sees himself as part of a 'tradition' going back 100 years and is trying to 'protect' that 'tradition'.
