Yes. But don't imagine as a 1:1 kind of thing. If you win a million, it means that hundreds of thousands of others lose a bit. And if they can endure, they might even gain it back plus more, simply through the mechanics of money supply and it all flowing into the markets.

Depends on the kind of money. If it is a hard asset like gold or cryptocurrency, yes. If it is a leveraged, soft asset like USD in bank accounts, then no because through financial magick you can make everyone's numbers go up as long as not everyone withdraws (e.g. the price of BTC going up can lead to more people 'gaining' money on paper than losing money since there is less liquidity than total market cap, making the asset essentially leveraged like a bank).
