Ripple and the XRPL are completely different things. Nobody is stopping Ripple from onboarding banks onto the XRPL, they're stopping Ripple from becoming a bank. That's completely different. You're implying that stopping Ripple from becoming a bank somehow stops adoption of the XRPL which makes no sense. Ripple becoming a bank doesn't even benefit the XRPL, they can't use it to transact with other banks unless the other bank is also connected to it. Funnily enough if Ripple actually becomes a bank they will be performing more transactions via SWIFT than with their own product.

Burns are entirely optional, nodes decide to burn or not burn.
Actual consensus on the XRPL is always free, nodes are never paid.
CBDCs on XRPL for instance use their own nodes, and they decided not to burn any XRP.
And since they don't need XRP for consensus, XRP isn't involved at all.

XRP is likewise entirely optional for most Ripple products: Interledger protocol, Ripple Payments, Ripplenet, etc.
