I think you're wrong about him not believing in tariffs. He co-authored a paper that laid out a theory that tariff costs could effectively be laid onto the tariffed nation, but only when the tariffing nation wasn't a reserve currency. If you're a reserve currency then there are unique capital flows into your currency that prevent if from being 'fairly' re-balanced against the other nation's currency. The unspoken part there is that if you want tariffs to work for you, then you have to give up the privileges that come with being a world reserve currency.
