Usually the difference in price isn't enough to be worth the cost/taxes doing that.

pretty sure thats called being a jeweler. you could also melt the gold into a chain for free if you have some skills and sell it for even more

The COMEX and LBMA have already been doing this for literal decades. That whole conspiracy theory about banks suppressing gold prices is really just an arbitrage trade between NYC and London exchanges. Good luck muscling in on that.
