organic only refers to the lack of synthetic materials used to cultivate (such as pesticides, fertilize, etc), their absence is qualification for organic. Cleaning water with chlorine tabs would, for example, make water inorganic.

It's in Thailand where you can only use bagged ice or bottled water or you'll get sick. Organic is probably just a bad translation of potable.
