No because Japanese use 7-11 for different reasons than Americans do. In Japan it's a lot of peoples grocery store when they get home from a soul-sucking 12 hours of fake-work followed by 3 more hours of mandatory drinking with the boss with a 40-minute train ride on both ends. In America it's a place to pop in for a quick convenient bite while on the road to or from a place while they're getting gas.
You can get shitty convenience food at Japanese 7-11 and you can get actual grocery items(overpriced) at American 7-11 but that's not the main purpose of either.

Yeah probably I live in wawa country and was the biggest critic of their decision to rebrand to a food place .. like who TF wants to eat at the gas station.. but I was wrong, it’s been incredibly successful and and is always jam packed with business.

I think it depends heavily on the area. Where I live there have been a lot of recent development where a real estate megacorp makes nice apartments, sometimes over shops, near a big non-Walmart grocery store like an HEB. Sometimes these include what appears to be an independent gas station, occasionally one with a detached liquor store. I could see 7-11 getting in on that. I don't see them retrofitting older stores, gas stations are notoriously magnets for shitheads in the US.

Actual 7-11s are fewer and far between in recent decades in the US, so that alone should indicate a problem replicating some highest tier status. I think the issue is pairing with high priced or gimmicky gas stations like Mobil that has deceptive prices like "price with car wash" or "cash price only". Mobil can get bent. The other issue is poorly run never properly stocked stores. I can walk into a Wawa and the machines aren't broken, they're not out of small cups or lids, and the napkins are properly filled up. 7-11 has the same issue that bogs down Subway, franchisees who are there for a visa, not to make a profit or give good service.
