Mandy should probably be a neurotic busybody usually preoccupied with trying to make things "better" for people with little to no foresight or doing it in superficial ways. Billy is much less of an idiot, but he's also a miserable dick compared to his original counterpart, usually flippantly doing shit for the hell of it just to see if it's fun or not, his inability to enjoy things for long periods of time will frustrate him to no end and have him constantly pinballing to do stuff, mostly things he shouldn't.
Just like how regular Mandy uses Billy as a cudgel for a lot of her plans Delinquent Billy will use Mandy's intellect and endless well of do-gooder attitude to have fun by simply twisting it in a way that benefits him.

Not a bad idea, billy spergs out easily making him like pebble Ed. He is in that weird middle ground. Sometimes he is defeatable because he's not rage/tard strength boosted enough other times he's a force of nature that makes otherworldly entities quake in their boots.

Also not a bad idea, though seems eris is grim in this. Though a more antagonistic grim could work, basically uses billy's edgelordness and vye for power but stupidity to mess with him and gain some control. The type to really be the villian of most eps trying to genuinely kill them. Like billy ask for a evil henchmen grim makes them super evil to the point it tries to overstep billy like star scream and megatron kek.

Etc and it takes mandy's smarts and occult knowledge to help billy survive the constant power struggle
