Honestly, Azula is the only interesting character left at the end of TLA or LoK. The rest of her life is up in the air even if you consider the comics canon.

The way Azula goes on about her royal bloodline there is only one man Azula would willingly marry.

As for reparations the fire nation bought Aang an island and pays him to and Katara to have kids.
If anything letting Aang have fire nation women would be the death of his whole race, even with Katara he only got a hit rate of 1 out 3.. From a sensible standpoint if the FN wants to make it up to him they would go throughout the Water and Earth territories surrounding the temples and find any possible decedents of Air Benders than gather them up in one place so they could form a community, even if they weren't benders they would be more genetically predisposed to carry the gene and could continue Air Nomad culture

Aang produced 1 airbender out of 3 with Katara, so he just needs to try with lots of different women. Lots of non-benders and other benders would be produced, but just because the process is "wasteful", it doesn't mean that airbenders wouldn't be produced.

thats only the genetic component, bending is a spiritual and supernatural phenomena. You also have to consider Aangs relationships, if he was some petty arab dictator that wanted a harem then sure, but having a a legion of breeders would ruin his relationship with Katara and create a lot of useless bastards with a axe to grind with both the fire nation and their "father".
Not only that but those type of arrangements even create contempt between the "chosen" siblings, it would be like giving birth to a dozen Zaheer's

Giving birth to air benders is one thing, raising them to be good stewards of the culture is another. Aang needed Gyatso to teach him and raise him properly, even as monk he had a father/grandfather figure that taught him the airbender path.

Human culture and society doesn't work when you treat people like livestock. Tenzin did it right, he picked a non bender wife and had as many kids as possible raising them all carefully to follow the path; if all of his kids do the same they will restore their people and culture.

How involved would you want Azula in the kids' lives? I can't see her as the nurturing type.
