Bad animation can turn people off a show, see Seven Deadly Sin's utter decimation of viewership and subsequent bombing movie, or One Punch Man going from international sensation of season 1 to utterly forgotten during and after season 2 as an example. But as far as if amazing animation is going to make people flock to it, it's not even really an indication. Devil May Cry has good animation, it sure as shit flopped by every metric.
You want to know what didn't have all that great animation? TMNT 89. TMNT 2003 season 1(Seriously go back and watch it. It gets... rough.) And even TMNT 2012's CGI didn't really hold up and was easily outshone by other stuff airing at the same time like Tron Uprising. But all three of those were massive successes, because kids liked them. They liked how they looked, they liked the humor, action, whatever.
With Rise, they just, didn't.
