He probably has. Remember he said he pitched 16 shows to netflix since Kid Cosmic ended and they all got rejected. There's a decent chance some of them were adult shows or at least skewed towards older kids. He only went back to PPG and Foster's out of desperation. It's hard fo underscore just how truly fucked the western animation industry is right now.

If the question is why he doesn't specifically go to adultswim now that he's done with netflix? Probably because PPG is safer and he has a family to feed.

I think it is the fact Genndy is an established name in the industry and honestly, he has outgrown Cartoon Network. He's one of the few Cartoon Network creators who managed to make the successful jump from TV to theatrical. He created two of Cartoon Network's most iconic shows and created a movie franchise that made Sony hundreds of millions of dollars. And when Genndy returned - after a decade of leaving CN for their shit policy - WB clung to him as they realized they couldn't afford to lose such a talented guy again. So they placate Genndy enough to keep working under WB.

Gennedy just has more pull and is very serious about animation as an art form. Craig is a careerist and a show-runner as well. Gennedy although is able to work within his limit budgeting during production. Craig has to stick to the mandate from producers.
