It seems to be a rule that no country exists without its own South Park clone, I think the reason is because South Park is known for its satire, but since it primarily satirizes America other countries wanted to use these shows as an opportunity of satirizing their own country.

That and they have cheap and choppy animation which these clones try to copy.

Unlike other international cartoons that are cheap knockoffs of western cartoons like Miracle Star or that Arabic CGI Simpsons bootleg, the creators of Block 13 certainly tried. Like you can tell it was made by people who are fans of the show. The creators even wore a South Park shirt in an interview.

Apparently the show was quite popular in Kuwait during its run due to how different it was from other shows in the country, seeing how it tried to be like South Park with all it’s pop culture references among other stuff. Though one thing to note is that unlike being adult-oriented like SP it’s instead aimed at a family-friendly audience.
