I think it's more that they just don't have an answer because it literally doesn't matter to the show or characters.
Phineas and Ferb are step brothers only because they wanted them to be the same age, but not twins, they never came up with who their biological father and mother were because they genuinely don't matter, their parents are Linda and Lawrence, and that's it.

It'd probably be easy to say Ferb's mother died during childbirth or something, but I don't think the show would ever be willing to get that angsty.

I thought it was because Povenmire grew up in a step-family thing? I don't remember if it was he had a step brother or something but I vaguely remember him saying that's why he did it. Probably in one of those youtube shorts he kept pumping out over the years.

Phineas and Ferb fans obsessing over the former's biological father or the latter's mother never fail to make me laugh. Y'all are missing the point! The Flynn-Fletchers blended together to form a family that feels WHOLE. Dan & Swampy are never gonna explore that any further. That joke in the StarWars special is as much as you're ever gonna get, and I hope it stays that way.
I think it was Marsh who grew up with a blended family and who has talked about how television shows didn't really do a good job of portraying them when they actually even bothered to do so.
