Tom Strong's origin is a cross between Doc Savage (being raised to be a the perfect human) and Tarzan's (parents crashing on the island) and the inventor aspect likely comes from Tom Swift (the name, probably partially as well). And like
>>149039224 said there's also a bit of Hugo Danner in him and there's Superman traits.
There's also some carryover from what Moore was doing on Supreme (Tom Strong's enemy Saveen ages and dies, Tom's prior love Greta Gabriel is out of the picture, Tom's outfit is red and white). But there's also other superhero homages in Tom Strong. The Terra Obscura story was Moore repurposing Nedor's Doc Strange as Tom Strong's counterpart and the Nedor heroes being the Earth-Two equivalent, only their Earth is located in the same universe (which is sort-of the idea with Marvel's Counter-Earth). Warren Strong is a rabbit version of Tom Strong kind of like how Hoppy the Marvel Bunny is the Captain Marvel bunny equivalent, and there's a story that's done in the style of the old Fawcett Captain Marvel comics, I forget the issue at the moment but it's the one where Tom teams up with his younger self and Warren. The one with the Salamander guy is kind of pulp lost civilization but also Namor and Atlantis (and he even hinted at this in Top 10 with the dialogue from that bickering couple)
