Some of the other pages probably refer to the studying an immigrant might gave to go through to become a citizen, or the steps they have to accomplish. I hear some immigrants have to be able to answer questions about U.S. history, for example to "prove" they have American values.
All this being said, until the last page is read this seems like an incredibly convoluted way to explain citizenship via immigration. It seems overly plagued with analogies instead of making a point directly.
