I think it's a really obscure way of explaining what it takes to get into America. For exanoles, in >>149020413 you can see it's an allegory for people who become citizens because of their parents (bottom flag) or maybe due to having a desired skill for an H1B visa (muddle flag maybe?).

Some of the other pages probably refer to the studying an immigrant might gave to go through to become a citizen, or the steps they have to accomplish. I hear some immigrants have to be able to answer questions about U.S. history, for example to "prove" they have American values.

All this being said, until the last page is read this seems like an incredibly convoluted way to explain citizenship via immigration. It seems overly plagued with analogies instead of making a point directly.
