Shazam was a cheap movie at $90M, and while it could potentially be a smaller cast so less in costs there, and somewhat less CGI since no flight, unless they do what they are doing with Lanterns (no space, minimal costume, everything happens on land) and barely use any actual CLAY part of the character, the CGI alone, at today's rate, will be about $10M
Everything Everywhere All At Once had a $25 production budget and that was partially because the CGI and EFX they did was either done in-house, which Gunn and WB certainly won't do, and because some other stuff was done with old, in camera methods which are actually cheaper. The print costs for this movie almost doubled that production budget. So $40 is laughably low. This isn't Joker where nothing much is going to happen that doesn't cost much to shoot.
