1) That was Dan and Swampy who realized that Phineas being snarky just made people feel bad for Candace.

2) Baljeet was originally going to be a minor recurring character but Maulik Pancholy impressed everybody with his audition to the point that they upgraded the character. Plus Irving was pretty clearly going to be replaced by Django but Buford wound up being the artistic kid.

3) The original show concept always involved multiple segments with slightly different but overlapping casts. They just switched from having three seven minute segments to two eleven and dropped the bugs.

4-7) The pitch for Phineas and Ferb predates Dexter's Lab and the characters are nothing alike.
