That's what I'm asking. He CAN be called Captain Marvel, and was until the 2000s. Then DC got away from using the Marvel name at all, even Mary was "Lady Shazam" for a while. But now she's Mary Marvel again while Billy is stuck as "The Captain" and there's no fucking reason for it.

The reason is that they couldn't come up with a good enough replacement for Mary Marvel, unlike with Billy, who was already known by many as Shazam, no one was calling Mary "Lady Shazam" or "Mary Shazam", so they just gave up I guess, wish they could do the same with Billy.

Reading Thunderworld Adventures really makes me sad about how DC has handled the Shazam IP.
