Nope, its just a generally accepted idea that some prey animals (like Zazu/Rafiki/Timon/Pumbaa) are made into 'exceptions' to hunting if they're useful or have some sort of bond with the lions.
Everyone else is just a consequence of the whole 'circle of life' thing, as Mufasa explains in the first movie. As things are, even if they aren't generally shown eating directly, they reference eating zebra/antelope/going hunting in the first and second movie.
