I think OP is criticizing the fact that people opt to use 3D methods that attempt to emulate 2D animations, instead of just making 2D animations.
If it is I agree. Most 3D animations fail to convey the same feeling of hand drawn animations. That damn image OP posted gives me conniptions

but then, in the 90s, chocolate was invented
it tasted terrible at first, but the flavor was being rapidly refined

but as chocolate tasted better and better, more and more people were buying it over vanilla until chocolate replaced vanilla as the main offering
they have even started making variations of chocolate with vanilla in it, feeling that vanilla can be used to enhance the flavor of chocolate
vanilla is now mostly a specialty flavor you get in pints while chocolate has been the main flavor you get at the grocery for 20 years now

but no matter how much chocolate improves, people keep coming back and saying that vanilla has soul and heart and that they should start making giant tubs of vanilla again
but vanilla has mostly reached its peak in terms of formulation, most of the recent advances have been to add chocolate into it
so it will probably never have the same market dominance it had when the only other flavor was rum raisin (claymation) because it just isnt seeing the same constant advancements in flavor technology that chocolate is getting even now

To be fair, Japan is making an increasing number of 3D animations, and has been incorporating 3D into 2D animations for a while, but even so their 3D-focused animations tend to be not so good as well. IMO.

The people who made Klaus said they wanted to advance 2D in terms of lighting and 3D space because they felt 2D had severely stagnated while 3D was making rapid improvements. And they're right. 2D, as far as clean-up, texture, lighting, and camera movement are concerned, can benefit greatly from more experimentation and development. We've pretty much mastered being able to emulate any style in 2D from Loving Vincent to Ernest & Celestine to The Old Man and the Sea, now let's rival it on a filmmaking level. How do we get a 2D version of Toothless to have similar texture work as he does in 3D?

You don't have to look any further than Thief and the Cobbler to see the drawing capabilities of the human hand. How about digital tools that allow you to add real-time lighting to 2D drawings in a way that doesn't look like bad pillow shading?

That was literally direct by what people consider the absolute best western animator to ever exist. Richard Williams was a 1 in a billion person and there is no one else like him. If the best of 2d animation is just a 1 of a kind movie that hasn't been replicated then maybe we haven't actually progressed enough and rather we have just been in a constant regression.

they did

basically, they had a roger rabbit mannequin on set which would serve as a reference for the lighting conditions
then they would draw that on roger rabbit when they animated it
its something that would be trivial these days but there was no alternative back then
