Jax is the only male who isnt Kinger. I dont think bullying Kinger would be that effective, or maybe hes just not THAT terrible to bully a mentally handicapped guy (or he has sympathy because they both lost someone to abstraction)

Reality bending power vs managerial power are different things. Especially as Jax was legitimately freaked out when Gangle actually did actually display reality bending with the employee training video.
And Kinger isn't just "mentally ill", he's mentally checked out. If you bully him he's not gonna give a good reaction, which is what most bullies are trying to get out of their targets. Kinger probably won't even realize he's being bullied. Gangle and Ragatha do, so they are preferred targets.
