Shrek didn't have a backstory in the first movie, but he did have a nuanced personality with layers. Tulio doesn't.

I'm surprised that Katzenberg made a movie as shallow as El Dorado in an era where he was all about making movies that pushed boundaries (Antz, Prince of Egypt, Shrek)
