Right now it's two movies very badly rolled into one.
Either drop the bear shit and make it about a bratty princess that rebels against the whole family engagement ceremony thing.
Or drop the engagement thing and make it about a princess that accidentally has her mom turned into a bear.

Eliminate the mother turning into a bear, make it about how self centered she is, unwilling to take on the responsibilities of becoming a ruler, leave out the marriage bit. Have her run away in a fit of anger and saying to her mother she doesn't care about the crown or the kingdom. She gets lost, and follows the whisps to the ruined kingdom, have her see the parallels between her and the selfish brother who refused to listen to others and only did what he thought was best. Realize the brother is Mordou and that he still exists and she accidentally releases him from the cave he's trapped in, it's then up to her to take the responsibility, be brave and selfless and stop Mordou from rampaging into her family's lands as she realizes she does care about the kingdom, and her family and she needs to rely and care about them more. She grows as a person, learns a lesson, action sequence and archery stuff, adventure fun.
