The American government is pretty damn subtle with how it distributes propaganda to the masses because we basically had to dismantle the vast majority of government ran propaganda networks but this provided ample opportunity for the government to hide their own hand when propaganda is made.
Basically the DoD will pay out money and lend out uniforms and equipment in exchange for a "consulting" role where they basically rewrite things to make the military and the fed look good. Even in satires of US militarism they're able to do this by making the military look like a potentially fulfilling career path that can either be a source of adventure or provide a sense of structure to someone with a troubled life.
Anytime you see the Department of Defense being thanked, that's why.
We're at the point that the tried and true has started failing so they're now extending to video games and TikTok e-girls

No actually if you look, there are plenty of times the CIA has been thwarted by Constitutional law like the 4th amendment.
The issue is the CIA adapted every time and people don't like to admit it but the Constitution is in desperate need of an update because the Cold War era saw basically every government adapting in order to circumvent a lot of the boundaries set by their respective constitutional documents.
It says a lot when officially the United States has never been in a war since the end of WWII.
