Scott doesn't make the comics directly, he gives the license to a comic publisher who do whatever as long as it passes the rules the license holders place
That's why plenty of billion dollar franchises get shoddy merchandise
Comics are seen as an extension of that
They're not gonna shell out to get someone like Alex Ross to draw a cover because there's no need to
