Yes, they own Japanese distribution rights and were supposed to co-produce it it but only made this spin off with PreCure money because Toei's Ladybug contract was expiring, and Toei had to do something with it or another studio like OLM or Shin-Ei Doga will take Ladybug away because this happened to Toei before with Sailor Moon with Crystal.

Toei renew the license/contract for Sailor Moon but did nothing with it until the last minute because they didn't want someone like Pierrot or Madhouse to take Sailor Moon away from Toei so they made Sailor Moon Crystal just to retain the rights.
